He's a Russian Blue, medium length hair. Normally his hair is very soft and silky. It only gets coarse like this when he needs to groom himself, and then once he does, it's silky and soft again. But for the past few weeks it's been extremely coarse. Is he not grooming himself anymore, or will their hair do that in the winter?
It's also not as shiny as it used to be.
Why is my cat's hair coarse?
Have you changed his diet recently?
Coat quality does depend a lot on a diet. I feed my cats Innova Evo dry and Natural Balance canned. Recently, Innova Evo introduced different flavors in canned as well so I'm going to try it (I try to vary the flavors within a brand since my cats get bored with a same flavor). Another really good brand is Orijen (haven't tried it on my cats yet but heard some great reviews from those who did). Regardless which brand you pick, it's best if it has mostly protein, some fruit and vegetable, and no grain.

Is this different from last winter? How old is he? Do you brush him regularly? Cats' coats get thicker in winter. If he doesn't feel well he may not be up to grooming himself like before. Weather changes may affect his grooming too. Unless he's really acting ill, I wouldn't worry about it. Give him some fish oil on his kibble and see if that helps.
